I understand this bird is LC under SITES but it's one of it's sub-specie is endemic to Israel near the dead sea and there are only 20 nesting pairs left. Is it possible to identify this sub-specie as EDGE candidate or because of the whole specie under LC it won't be good candidate for the EDGE program.

If a species is considered Least Concern it does not meet the criteria for EDGE. By having other members of the species be abundant it means the risk of loosing a big chunk of evolutionary history is not as high and hence why it is not EDGE.
